I've heard something like that too... also from many sources.

So it's either a widely distributed rumor or it is true...

I visited the ministry of health recently trying to find away through the Authentications problem ...

during which I asked about the distribution and the rotational duration and
as I was expecting.. I got no certain answer
even the people working in the ministry don't know

but they tall ed me :
that the distribution will be mostly regional this year concerning the male

and about the rotational period they confirm what you've heard that the rotation will be one year only starting from this year graduates
and the final decision concerning this matter with be taken after the distribution
