from the embryological point of view:
the four stages of lung development are:
Glandular: 5-17 weeks...where the lung tissue is only glands and not connected to the bronchial system
Canalicular: 13-25 weeks...where bronchiols begin to form but still not connected to the bronchial system
Terminal sac: 24 weeks till birth where typeI and II pneumocytes are formed and repiration is possible
as this fetus is in the canalicular stage, he/she is less likely to have a fully developed respiratory system and so he/she can not breath
